Keberkesanaan Program Kerajaan Dalam Sektor Pelancongan: Penerokaan Melalui Reaksi Pengusaha Penginapan Kecil Dan Sederhana

Abstract

Recognizing the important role played by Small and Medium-sized Enterprises (SMEs) in tourism economic activity, the government has implemented several programs to support the SME sector in tourism industry. Various programs were introduced such as financial assistance, human resource training, marketing, consulting, and infrastructure facilities. However, the impact of government programs on SME growth is still in question. These government programs have been seen to be less effective. Therefore, the purpose of this research is to study the effectiveness of government programs implemented in Perhentian Island through the reaction of those involved in the small and medium-sized accommodation businesses (SMABs). A total of 16 SMABs involved were interviewed. The findings show that all government programs were important for SMABs performance. However, there was still a problem in terms of government program acceptance levels due to weaknessess in the program implementation. The results of this study could be made as a reference for the government to improve the program in assisting the SMABs development.

Menyedari peranan penting yang dimainkan oleh Perusahaan Kecil dan Sederhana (PusKeS) dalam kegiatan ekonomi pelancongan, kerajaan telah melaksanakan beberapa program untuk menyokong sektor PusKeS dalam pelancongan. Pelbagai program telah diperkenalkan seperti bantuan kewangan, latihan sumber manusia, pemasaran, perundingan, dan kemudahan prasarana. Walau bagaimanapun, dampak program kerajaan terhadap pertumbuhan PusKeS masih dipersoalkan. Program kerajaan ini telah dilihat kurang dilaksanakan dengan berkesan. Oleh itu, tujuan penyelidikan ini adalah untuk mengkaji keberkesanan program kerajaan yang telah dilaksanakan di Pulau Perhentian melalui reaksi mereka yang dalam perniagaan penginapan kecil dan sederhana (PenPinKeS). Seramai 16 PenPinKeS yang terlibat telah ditemubual. Penemuan ini menunjukkan bahawa kesemua program kerajaan dilihat penting bagi PenPinKeS. Namun begitu, masih terdapat masalah tahap penerimaan program kerajaan disebabkan oleh kelemahan dalam pelaksanaan program. Hasil kajian ini mampu menjadi rujukan untuk kerajaan menambahbaik program dalam membantu pembangunan PenPinKeS.
